Oi, this idea seemed so much better when it was still just an idea. 
I have had it opened on my computer for a couple days, just opening it to stare in the hopes of getting some inspiration for the mechanics. I finally thought I had a glimmer of something, and after much beating of the something with several sticks, this is the outcome. As you might be guessing, yes. This is a sibling to my great emote, :droplet: (I call it great b/c I love it and it is great to me!). I have dubbed this little guy :flicker: because the name is cute and amuses me. I haven't done a solid emote in months and I am beginning to think this maybe wasn't the best one to use to jump back on the wagon, but I have been meaning to put this one done for ages now. Hopefully, it doesn't burn your eyes with its lameness. Yes, that was a horrible pun. 
Layers: Maybe 20 now? Hard to tell as I toss stuff in randomly.
Frames: 43
Duration: Days, as I worked on the frames and layers to get something close to what I saw in my head.
*I am finally going to use the Critique system....please be gentle with me, it's my first time.
EDIT After a couple suggestions, and my own displeasure with the outcome, I have gone back and added a few elements to make this appear smoother and more realistic. The bottom responds to the wind!
And there is a wax drip! Hopefully the improvements are just that, and not me Frankensteining an ok emote to make it all...weird and stuff. 
EDIT 2 Now, the eyes move with the wind and there are some even fainter sparks floating up from this wicked flame. Let's see if this didn't make it Teh Awesome!

Overall
Vision Originality Technique ImpactWow this is really quite cool with the concept of making something as simple as a candle into a really cool smiley. Well anyway some of my suggestions would to be maybe add another spark coming off at a different time then the other in a different direction as they usually do spark more at a time. Also I would recommend adding in an animation for the wax to make it appear as though it is dripping or sliding down the candle. Maybe make the candle taller and another thing i would like to see is you add in the flame swaying side to side a little faster. Keep it up and good job.
